Those are coyote pups playing with a garbage bag, per the Gotham Coyote Project.
That’s Gotham as in New York City.
There are parks in the metro area; there are little patches of green around; there is plenty of appropriate food; and just as in many other North American urban areas, there are coyotes.
I didn’t know how well established they are until this nine-year-old video came up in a search:
